ask_clarificationSignal has some intent but is too ambiguous to act on confidently. Post a clarification question back to the originating source channel (GitHub issue comment or Slack thread reply) and wait for the human's reply. Use this instead of noop whenever the signal is non-empty and has any hint of intent — documentation requests, vague feature asks, scope-boundary content. Do NOT use this for obvious noise (bot pings, empty bodies, duplicate deliveries).
